Of the seventeen lieutenants promoted as commanders, five a gunnery officers, two have taken up the torpedo, and four, as we have said, are navigators, while two (Commanders Eustace and Pakenham) have passed as interpreters. - - - The average time of these officers on the Lieutenants' List is thus about thirteen and a-half years. - -
Commander Herbert Leopold Heath, who has qualified as a torpedo officer, was a Midshipman of the Shah during the engagement with the Huascar, and is one of the survivors of the ill-gated Victoria, of which he was Torpedo-Lieutenant.

We are informed that Mr Beck, the local manager of the Joint Telegraph Companies, that Admiral Sir Leopold Heath has been elected Chairman of the Eastern Extension, Australasia and China Telegraph Company in place of the late Sir John Pender. As regards the Eastern Telegraph Company, the Marquis of Tweeddale is elected Chairman in the same succession, and Mr Denison Pender, the Managing Director, become Vice-Chairman.

With the object of reviving the old handicrafts which once flourished in England, and of encouraging the work of the County Council Technical Education scheme of seeking to induce the rising generation to add to their resources and powers of enjoyment, and to their value as work-people, an exhibition of home arts and industries was opened at the Public Hall on Tuesday, and continued on the following day. - - - The President is Sir Trevor Lawrence Bart., and the executive comprise the Rev. H. Roberts (Chairman), - - - Mrs Malden - - -
Sir Leopold Heath K.C.B., exhibited swords, used by the Dyaks of Borneo, and adorned with the hair of their enemies, and the special constable's staff with which he himself was armed during the Chartist Riots in London in 1848. - - -
Mr C.A.White, a model of the old Dorking market house, and Mr W. Songhurst, one of the Parish Church in 1870. - - and others which also attracted much attention were Nelson relics, including a log book kept by him, and written with his left hand, when in command of the Mediterranean Squadron in 1803. This was shown by Miss Farmer, Knoll Rd.

The Proposed Submarine Telegraph Memorial
The Marquis of Tweeddale presided yesterday at Winchester House, Old Broad St, over a meeting of the full committee which has been formed in connexion with this project. Among those present were Mr J.C. Lamb C.B., Sir Eyre M. Shaw, Sir A.J.Leppoe, Cappel, Sir Henry Mance, Sir Leopold Heath, Mr Cunard, - - -
The Chairman stated that the executive committee met on the 30th ult., and the resolutions then adopted had been circulated among the members of the general committee. The resolutions were as follow:' "That is is desirable to establish a memorial to the late Sir John Pender G.C.M.G., to commemorate the leading part he took in the establishment and development of submarine telegraphy and in its extension throughout the world," and " - - - - -

A Great Historic Insurance Office.
On Thursday evening the Hand-in-Hand Fire and Life Insurance Society celebrated its 200th anniversary by a banquet in the Whitehall Rooms, Hotel Metropole, which was in every way worthy of the historic occasion. The Hon. Lionel Ashley (the chairman) presided. The managers of all the Fire and Life Offices in London took part in the ceremony to do honour to the parent of all insurance offices; the included the Royal, Equity and Law, Imperial, North British, Norwich Union - - - &c. &c. Among the other guests were Admiral Sir Leopold Heath K.C.B., Sir David Evans K.C.M.G., Sir J.B.Lyall G.C.I.C., - - and Masters of many of the great London companies.
