On Wednesday 10th inst. a dinner took place at the Thatched-house Tavern, St.James Street, London, for the purpose of presenting a supert service of plate to the Very Rev.George Peacock D.D., Dean of Ely, Lowndean Professor of Astronomy and late Tutor of Trinity College, Cambridge.

At the time the new Insolvent Debtors Act received the royal assent, there were 21 debtors who had been confined in Whitecross St Prison, having been sent there from Kingsgate St Court of Requests. The day following the attachment of the royal signature to the Act, the whole of them prepared petitions, which were presented to Mr.Commissioner Heath, the Judge of that Court, who received them on the Monday.
They were on that and the subsequent day taken into consideration, when, on the Wednesday, separate orders were signed by the learned commissioner for their discharge. The powers of the Act which constitute this Court extends to debts under £2 and the term of imprisonment to 20 days.
No special meeting had been held by the Commissioners on the new Act which received the signature of his late Majesty King William, on the 19th of Aug, 1836. When the last Act was passed, there was no application to the commissioner by any debtor for his discharge from prison, from which it is supposed that there was no person connected with the authority of that Court was incarcerated.
The powers of the Westminster Court of Requests reach to debts under £5. The commissioners had no power to imprison beyond seven days, and which included the day imprisonment commenced and that when it ended. At the time the Act was passing the Legislature, there was then a very prevalent disposition to abolish imprisonment for debt, on which account the length of imprisonment was limited in the clause of the Act to seven days.

Dorking - The Horticultural Meeting.
The third exhibition of the Society for the present year, took place on Friday last, in the room of the Red Lion. The day was most propitious, and from 2 till past 3 oclock continual arrivals added to the numbers that congregated to witness the exhibition.
There was a very fine display of fruits, as well as a choice show of flowers, thought the latter perhaps, hardly kept pace with the former. There were, however, some very fine specimens. Amongst the plants deserving particular attention, we noticed one from Eastwick Park, called Lisianthiis Russelliana, and from the gardens of the Right Hon. Henry Goulburn, a beautiful specimen of Lilium speciosum. - - - -
Among the company present we observed the Countess Rothes, Lady Elizabeth Wathan, Mr.Charles Barclay, and Mrs. George Barclay, - - - Mr.Serjeant Heath and Miss Heath, - - -

Police Courts.
Clerkenwell. - On Saturday Thomas Triggey, who described himself as an assistant officer of the Court of Requests, Kingsgate Street, was charged with extorting money from Mrs.Ann Waugh, a poor person, living at No.11 Thomas's Buildings, Somers Town, under the pretence of legal assistance. - - -
James Wheldan, who described himself as "bailiff" to the Court, said he was appointed by Mr.Sergeant Heath; he said that Triggery executed in the warrants with him, but was not authorised to receive money. Terne was an agent, getting whatever he could; neither Triggey nor Terne had paid him the money received from Mrs.Waugh. Some blank forms were found on Triggey, upon which the bench remarked, after perusing them, "This shows what a nest of iniquity it is; Mr.Sergeant Heath must be shown these; poor ignorant people resort to these courts in moments of distress, and are frightened by designing men out of their hard earnings. "
Terne treated the thing as a matter of indifference until he was charged with "stealing the money."
The magistrate then sent to request the attendance of Mr.Heath or some other principal official of the Court, to explain its rules and proceedings, but this being found impracticable at the time, the prisoners were remanded till this day.

I have Sir George Cockburn copies of the Papers relating to Lieutenant Leopold Heath and a statement of all the particulars you furnished me with, as to his original prospects and the circumstances by which they were interrupted and I devised to interest him in his (fanard?) to have the papers so placed as to become the subject of reference &c &c.
The answer is so good humoured and kind that I think it will be satisfactory to you.
May you and yours be as happy as possible for years to come and that will be no more than I wish for you and them.
